When first introduced to the world of Pokémon, Colress was classified as a Man of Mystery. Indeed, beyond being a scientist with some-- okay, a lot of morality issues, there's not much known about this man. He's secretive, but not purposefully so: he merely focuses on his research and finds almost everything else irrelevant.
When one looks at Colress, they would probably assume that he sees himself as a scientist foremost and a human being secondly, and this impression isn't very far-fetched: his research — the topic being 'bringing out the potential in Pokémon' — is his top priority, and it is made apparent from his first appearance in the sewers onward. Given how ambitious he is to his research, it is rather obvious that he cares about little else-- indeed, he cares little for relationships, deciding that friendship is such is only a figment of a person's imagination, and any 'relationships' he forms with anyone is purely for his own benefit.
As such, he is not afraid of aiming for the impossible. Colress is determined to get the answer he's looking for and can — and will — use any and all means necessary to getting that answer and then some. If something interests him (for instance, the protagonist and his/her Pokémon), he will pursue and keep watch over that something with the ferocity of a lion stalking its prey. He will ask questions, he will be invasive, he will guilt trip-- regardless of whether someone says 'yes' or 'no', he will urge and urge until he gets the answer he wants out of them ("Are you sure? But this is for science."). He is pushy, uncomfortably so, and while he does go about it in a relatively polite manner, it truly does show that he cares for little else.
Even though his enthusiasm for his research may or may not be commendable, one cannot deny that he is Very Smart for his age. Technologically savvy and very well-educated on the nature of Pokémon, Colress is most certainly up there with the smartest of all Pokémon characters. He is able to build a prototype, a prototype, of a machine that is capable of super-charging and giving energy to a group of about seven or more Crustle, exhausted from the weight of the giant stone on their backs, and get them to zip away and clear a once blocked path. To Colress, everything has a scientific backing to is, and those that don't have a proper scientific explanation to it either outright doesn't make sense or has no discovered explanation behind it yet.
Whether that is a good thing or not is dubious at most, and his enthusiasm is admirable, certainly. But, as stated earlier, Colress will go to any means necessary in order to find the answer he seeks.
Even if he has to take human morality and smash it to the ground.
To say Colress holds a severe lack of empathy is a vast understatement. As stated earlier, he sees himself as a scientist first and will go through all means to get his answer, even at the expense of an entire world's worth of lives. The biggest indicator of this is during the climax of the plot in the Plasma Frigate, where you verse against none other than Colress himself, who reveals he had been working for Ghetsis in order to further his research and, in turn, furthering New Team Plasma's goals. It is here he admits that he is not afraid to get his hands dirty, even with the stains of blood from countless of humans and Pokémon (the Plasma Frigate and its cannon was also his doing, and it was powered by drawing energy from Kyurem directly, only using solar energy as a backup so that it wouldn't kill the legendary pokémon), to find the answer he seeks.
It's also at this point where he reveals just how much of a manipulative bastard he truly is. Despite his commanding position in New Team Plasma, he doesn't bear any real affiliation with them-- actually, he could honestly care less about Ghetsis and New Team Plasma. He was offered, by Ghetsis, an opportunity to discover if scientific means are truly what draws out a Pokémon's potential in exchange for a New World Order by using Kyurem to freeze the entire Unova region and, quite possibly, the rest of the world. He didn't dare to build any personal relationships with the team, and even confessed to the protagonist that he hated Ghetsis from the moment they were introduced. Colress was only in it for the resources and the potential to bring his research to greater, astronomical heights... He was already so lost in his research, who was he to decline such an opportunity?
It didn't begin there, either: trainer after trainer, even the protagonist, were all used as subjects for his research, and the only one who truly caught his eye was none other than the protagonist. It's this trainer's resolve that, he decides, could be the deciding factor to the final conclusion for his research and tells the player to take on the head of Team Plasma-- to lay down, once and for all, whether or not it's friendship or artificial means that ultimately draws out a Pokémon's true potential.
After he has seen the metaphorical light thanks to the protagonist, though, Colress has something of a change of heart and is actually shown to have a bit of a conscience. His research isn't pushed aside, of course, but he does decide that perhaps his approach probably wasn't the best of his ideas and (seemingly) shows a slight hint of remorse for his actions. He wonders if trust and friendship, two factors once shelved before he met the protagonist, truly are necessary in drawing out a Pokémon's potential, rather than using artificial means. He will attempt to build meaningful relationships, though with how far he'd gone with his research and how much of his morality he had lost, it will prove to be difficult. How friendly is "friendly"? Is there a limit to how much or how little information there is to reveal to a friend? Having been so focused on his research for so long, he's... basically forgotten all the delicate details that comes to socializing.
This challenge, however, will nothing to put a stop to his ambitions: trust is still an unknown factor to him. For the sake of his research, it is likely that he will continue studying this topic until he finally finds a satisfactory solid answer...
