Character's Name: Hong Kong (Special Administrative Region of the People's Republic of China)
Age: 172, but he appears to be about 16.

Gender: Male, physically and mentally.
Orientation: There's no explicit canon evidence or word of god either way as to his sexuality, but he wouldn't be opposed to a spouse of any gender.

Appearance: Hong Kong has brown hair and golden brown eyes. He's of fairly average height (no canon height has been given, but I estimate he's about 5'7") and has a healthy build. His notable facial features are his strong (handsome) brows and his oftentimes blank expression. In canon, he's seen dressing in traditional garb or in Western-style formalwear. However, he's also been shown in women's clothing and several costumes during holiday events. It's said he has a penchant for fashion due to his dismay at China's poor fashion choices, so I believe he dresses fashionably on normal occasions.
Personality: Hong Kong is that guy. The guy who makes you constantly question whether or not he's taking anything seriously. He enjoys pranks and general mischief, but it's hard to know what's going on in his head due to his perpetual lineface. He doesn't give much away when he speaks either, although his speech patterns are reflective of his physical age: teenaged and usually littered with slang and informal grammar. That's not to say he can't communicate. He's pretty good at getting a point across when he feels the need.
This proves useful in his professional dealings. He's nothing if not ambitious. Don't let the lineface fool you: he possesses a great deal of cunning and isn't exactly above manipulating situations to get what he wants. Call it a byproduct of his aggressive economic growth in the late 20th century if you like, but Hong Kong has developed into a business-minded young man. He has a tendency to nap excessively (he would prefer you use the word "regularly" instead) and he does everything at his own pace, but he's not lazy and he has an excellent work ethic.
As previously mentioned, he likes pranks and mischief-making, so that good work ethic can easily be used to evil ends. Thankfully, he usually stays too busy to plot extensively. Just beware if he does find himself going through a period of boredom.
Another thing that's fairly important to note about Hong Kong is his general level of acceptance of others. The geographic area houses a wide variety of people of different nationalities, ethnicities, faiths, orientations, and backgrounds. Hong Kong seems to be equally tolerant and accepting. Rather, it's more accurate to say he's not really concerned with things that people use to exclude or ostracize others from particular groups. Historically, Hong Kong hasn't been bothered by being a kind of outlier in Asia and current affairs in the area tend to support this idea. He's much more inclusive than exclusive in general terms, but if he were ever guilty of being judgmental, it would very probably be on a strictly materialistic basis (see above re: China's terrible fashion sense).
Because of this, Hong Kong is also pretty unflappable a large majority of the time and it's very tough to make him angry. Even if he were to get angry, it would be difficult to tell judging solely by his external reactions. The same goes for any extreme emotion. He doesn't tend to get outwardly (noticeably) really happy or sad or upset. In some ways, it probably is true that he's a hard-pressed to express himself in ways people can easily understand. He abides by the adage "actions speak louder than words," without a doubt. These actions sometimes include things like stripping naked or blowing something up with fireworks, of course, so some actions are certainly "louder" than others. That's not to say he's utterly without emotion, just that it's sometimes hard to see it under his giant eyebrows and fluffy French maid outfits.
Unlike some of his fellow East Asian relatives, Hong Kong has very little trouble being direct. Multiple of his canon appearances, notably the 2011 and 2013 Halloween events, show him being very forthright and even blunt when inquiring about and commenting on others. He's also incredibly nosy, seen bothering Iceland repeatedly about how he's feeling. The traditional ethos is present in some of his interactions, but he's definitely much more "modern" than some of his family members. Where Japan's answers all mean no, Hong Kong's answers all pretty much mean exactly what you think they mean. His sneaky behavior is about as honest and forthright as sneaky behavior gets. As stated above, he's sometimes a little bit manipulative, but he's definitely not malicious. Think of him as exactly what he is: a teenager who's been a teenager for decades and decades. It's just that he has a little too much free time on his hands, that's (probably) all.
Abilities: Other than being essentially immortal, Hong Kong doesn't possess any extraordinary gifts. He's a good cook, he knows some martial arts, and he speaks several languages (English, Mandarin Chinese, and Cantonese at the very least, but I think there's good reason to believe he can speak others with some level of proficiency), but these are all basically side effects of being nearly two centuries old. He has the Hetalia immune system, which means he doesn't get sick under normal circumstances, but rather his physical well-being is tied to the health of his economy. Oh, he also smells great.
Other: If possible, I'd like for Hong Kong to resume landlord duties at the ICC and care for the zoo. They're free on the location page as of me typing this.

Third Person: Hong Kong knows a few things to be unequivocally true. First, no one should wear a theme park mascot anywhere on their body unironically. Second, there's no better way to spend a Saturday morning than sitting around in your pajamas, rapping along to FAMA songs, while eating a pile of egg tarts the size of your head.
Third, Holly Heights' landlord has the worst timing of anyone, evil robot wizard or not, that he has ever met. And he is super indecisive, too, which is a total bummer, because it means Hong Kong's been trying to finish the same Halloween party for months now. He's not 100% sure how he happened to land back in his world after only a few minutes had passed there, but now that he's back in Holly Heights, it's been months.
He's tempted to call up the landlord and make him answer for this injustice. It's pretty intolerable, especially since he was trying to finish a piece of cake back in the real world (or whatever passes for the real world, because frankly he's gotten a lot more accustomed to living in Holly Heights for the last few years). The only thing that's really hard about arriving here again has to be the realization that so many of his friends are gone.
Hong Kong's not one to sit around dwelling on these things though, so as soon as he's reasonably settled, he'll head for the ICC. At least his massively excessive skyscraper hasn't abandoned him.... Might be time to console himself with a series of highly improbable plans for toilet papering it from top to bottom. That's the fourth thing Hong Kong knows to be true: you're in a serious pickle when you're thinking it might be cool to prank yourself.
Even if it would be really cool to TP a 484 meter skyscraper. C'mon, you know it's true.
